It's the privet (Ligustrum lucidum) shrub, many of them planted as hedge in our apartment garden. The dense foliage and opulent flower clusters look beautiful...
Also, the abundant clusters of purple-black fruits in winter and spring has accentuated the ornamental value. Recently, I learned this plant is a major medicinal plant in China. Its extract is commonly used to alleviate back pain, insomnia, eye problems and fever. It's antioxidant, anti-tumor and immuno- stimulatory properties have also been discovered.

Further, I have noticed these glossy privet vines in riparian habitat of Upper Newport bay.......don't know if they possess medicinal properties too......
